The Department of Transportation`s (DOT) Program for Disadvantaged Businesses (DBE) is implemented by recipients of federal DOT financial assistance. Recipients are primarily state highway, transit, and airport agencies that receive funding subject to Title 49 of the Code of Federal Regulations Part 26 (49 CFR 26). A similar program (49 CFR 23) for Airport Concession DPEs (ACDBEs) is prescribed by 49 U.S.C. 47107(e). The ACDBE program was originally adopted in 1987 and last amended in 2012. The Targeted Group Business (TGB) program of the US state of Minnesota supports significant participation of target group companies in the purchase of goods and consumables, construction and professional services. The disadvantaged company (DBE) and the airport concession of the disadvantaged society (ACDBE) certify companies holding at least 51% of one or more socially or economically disadvantaged people. The Airport Concessions Disadvantaged Business Enterprise (ACDBE) program is similar to the DBE program. ACDBE is a DOT program designed to improve the competitive environment for small businesses that want to do business with TxDOT and other agencies that receive federal funding through the Federal Aviation Administration (FAA) and want to participate in contract opportunities at airports (airside, landside and outside the airport).

The policy of the city of San José (city) is to ensure non-discrimination based on race, color, sex or national origin in the award and management of its contracts related to the concession. The City intends to create a level playing field under which ACEPE can compete fairly for procurement opportunities related to the City`s concession activities. The Disadvantaged Business Program (DBE) was created to create a level playing field for small, minority and women-led businesses that wish to do business with TxDOT and other organizations that receive federal funding from the U.S. Department of Transportation (DOT). This program complies with Part 26 of the U.S. Department of Transportation`s (DOT) 49 Code of Federal Regulations (CFR). Our DBE policy describes our objectives and mission for the program. The Metropolitan Airports Commission administers the program to the purchase of goods or services, construction, or professional services as defined by the Commissioner of the Minnesota Department of State Administration. Procurement is defined as expenditures on construction, architecture and engineering, professional services, goods and supplies, and other services. In the MAC, TGB must be described as an underutilized enterprise in order to be considered in a TGB target. Only groups designated as TGB by the Department of Administration are counted in the target.

The CMA`s guidelines ensure that disadvantaged businesses and other small businesses have equal opportunities to obtain and participate in DOT-supported contracts. As a condition of the financial support that the Metropolitan Airports Commission (MAC) receives from federal sources, MAC has established a Disadvantaged Enterprise (DBE) program for airport construction and concessions in accordance with U.S. Department of Transportation regulations. Tucp certifies DBEs and ACDBEs for participation in DOT and FAA contract projects throughout the state of Texas in accordance with the Code of Federal Regulations (49 CFR Parts 26 and 23). The Federal Aviation Administration`s (FAA) Office of Civil Rights is seeking stakeholder input on possible directions, changes or revisions to the Airport Concession Disadvantaged Business Enterprise (ACDBE) program (i.e., 49 C.F.R.part 23). The aim is to provide clarity, reduce the regulatory burden and improve the overall implementation of the programme. Throughout 2019, the FAA held several stakeholder listening sessions.

We received valuable and insightful feedback from the public regarding the key areas of 49 C.F.R.part 23. While the FAA has not scheduled any more hearings in the near future, we are still looking for comment. Interested companies can apply to the City of Chicago, the Chicago Transit Authority (CTA), the Illinois Department of Transportation (IDOT), METRA, or PACE. Each agency certifies minority and women-owned businesses in accordance with U.S. Department of Transportation (USDOT) regulatory standards 49 CFR Parts 26 and 23 and processes established under the IL UCP. In accordance with the UCP IL, you only need to apply to one of the agencies listed above. Federal law requires that all local governments or entities that receive USDOT funds from unconventional leased projects must sign a letter of intent with TxDOT that allows them to adopt TxDOT`s state-approved DBE program and comply with federal regulation 49 CFR Part 26. · DBE airport concessions – 18% (2021 to 2023) The certification is valid for three years from the date of the initial certification. However, you will need to update your certification every year.

TxDOT will inform you of upcoming annual updates and it is the company`s responsibility to ensure that the information contained in the TUCP directory is accurate.
